Arbitrum DAO treasury to draw fees from Robinhood Chain in test of L2 revenue model
Robinhood Chain will send 10% of net protocol revenue to Arbitrum, testing how tokenholder treasuries capture value from tokenised-asset networks.

Offchain Labs, the developer behind Arbitrum, has confirmed that Robinhood Chain will route a share of its net protocol revenue back to the Arbitrum decentralised autonomous organisation, formalising a fee-sharing structure that European regulators watching the tokenisation of equities will note closely. Steven Goldfeder, co-founder of Offchain Labs, said 10% of revenue generated by Robinhood Chain, and by every other network built on Arbitrum’s technology stack, will flow into the Arbitrum ecosystem, with 8% directed to the tokenholder-controlled DAO treasury and 2% ring-fenced for developer funding.
The arrangement gives Arbitrum a direct, ongoing claim on activity generated by external chains that license its underlying software, rather than confining its revenue base to transactions processed on its own flagship network, Arbitrum One. According to the Arbitrum DAO’s published factsheet, the fee base is defined as protocol net revenue, meaning the split applies after network costs rather than as a straightforward cut of gross user payments — a distinction that will matter to tokenholders assessing how much value the treasury can realistically expect to capture as usage scales.
A treasury model built for the tokenisation era
Goldfeder framed the arrangement as evidence that Arbitrum’s infrastructure is positioned to benefit from institutional entry into on-chain finance. “As enterprise adoption accelerates, Arbitrum is ready to capture revenue,” he said, adding that all fees collected on Arbitrum One continue to accrue entirely to the DAO treasury. The revenue-sharing terms apply specifically to chains deployed outside Arbitrum One under the Arbitrum Expansion Program, a route that lets partners such as Robinhood operate their own Layer 2 network while continuing to compensate the underlying protocol.
For tokenholders, the structure offers a template for measuring how enterprise deployments contribute to treasury income across multiple partner chains, rather than relying solely on activity within Arbitrum’s own ecosystem. That comparability could become increasingly relevant as more regulated financial institutions consider building bespoke networks on established Layer 2 stacks rather than developing infrastructure independently.
Robinhood Chain widens access through its Wallet
The revenue-sharing update coincides with the launch of Robinhood Chain within Robinhood Wallet, according to an update reported by Wu Blockchain. Users can now bridge assets from Solana, Ethereum, Arbitrum and other networks into Robinhood Chain and execute swaps directly within the app, following the network’s move to public mainnet earlier this month after a testnet phase that crypto.news previously reported processed more than four million transactions.
Robinhood Chain is an Ethereum Layer 2 network built on Arbitrum’s technology and designed to support tokenised stocks, real-world assets and decentralised finance tools. Robinhood has said eligible users in more than 120 countries can trade tokenised equities through its Wallet and supported decentralised exchanges, with Uniswap operating a dedicated automated market maker for the network. The rollout has also included tokenised commodity, ETF and currency futures for eligible European users, alongside Stock Tokens and plans for AI-linked trading accounts, giving the chain early activity across trading, lending and liquidity venues.
For European regulators, the arrangement underscores how quickly tokenised-equity infrastructure is being built on shared Layer 2 rails, with revenue flows now crossing between a regulated broker’s chain and a decentralised protocol’s treasury — precisely the kind of cross-jurisdictional structure that Brussels has flagged as it consults on widening its own crypto-asset framework.
